Mission Statement of the Cal/OSHA Elevator Unit:
In order to ensure the safety of the riding public and to protect the workers in the elevator industry, the Elevator Unit will maintain a vigilant system to meet our obligation to inspect and enforce code compliance for elevators and other conveyances.

The Elevator Safety Orders generally do not apply to elevators in single-unit private homes. (Labor Code Section 7317)

Suspension of Fees for Fiscal Year 2016-17

As required by Assembly Bill No. SB 84, codified at Labor Code section 7314, the fees for the annual and biennial inspection of conveyances required by Labor Code section 7304 were suspended for fiscal year 2015-16 on a one-time basis. This was effective July 1, 2015. Pursuant to Labor Code section 7314(f)(2), the fees for the annual and biennial inspection of conveyances has been suspended for the 2016-17 fiscal year:

  • The fee for the annual inspection of conveyances is suspended for any private sector conveyance or public entity conveyance with a permit that has expired or will expire between July 1, 2016 and June 30, 2017, regardless of when the annual inspection is performed.

    You may use the Request for Inspection form to request an annual inspection. Email or fax your form to the Elevator Unit district office that serves your city. The district offices are listed on the Contact the Cal/OSHA Elevator Unit page. To identify which district office serves your city, click on the link at the bottom of the contact page.

  • If your conveyance has a two-year permit (for conveyances subject to a full maintenance service contract, as provided by Labor Code section 7304) please contact the Elevator Unit at sanjoseelevator@dir.ca.gov or (408) 362-2120 to obtain an additional suspension of the biennial inspection. Fee Reduction

Pursuant to the provisions of Section 7314 of the Labor Code,

(a) The division shall, subject to subdivision (f), fix and collect fees for the inspection of conveyances as it determines to be necessary to cover the costs to the division of administering the inspection and permitting programs in this chapter, including fees for necessary subsequent inspections to determine if applicable safety orders have been complied with and for field consultations. In fixing the amount of these fees, the division may include direct costs and a reasonable percentage attributable to the indirect costs of the division for administering this chapter, including the costs related to regulatory development as required by Section 7323.

As of February 1, 2017, the fees have been reduced and are provided in the new Fee Schedule. These Fees do not eliminate the Fee Holiday for Annual Permits that is currently in effect.
